Edward J. Barr, Esq./M.A.
Counsel of Federal and International Affairs


Mr. Barr is Of Counsel to Brandon Associates, bringing a vast array of government, business and legal experience to the firm.

Mr. Barr served for seven years as a Foreign Service Officer in the U.S. Department of State (DOS).  During his service in the diplomatic corps, Mr. Barr dealt with economic, political and security issues that affected American interests.  He taught foreign policy at the American University in Rome and has lectured at various European Community forums.  Prior to his federal service, Mr. Barr was an attorney for a Washington, DC based law firm.

Mr. Barr, a colonel in the U.S. Marine Corps Reserve, has served as an advisor to the United Nations and as a liaison to foreign governments.  As an intelligence officer, Mr. Barr has worked with all major intelligence agencies, including the Central Intelligence Agency (CIA), the Defense Intelligence Association (DIA) and the National Security Agency (NSA).  He helped create an executive-level masters degree program at the Department of Defense's Joint Military Intelligence College (JMIC) and served as the program's first Marine Corps faculty member.  He has published several articles, a novel, and has appeared on several radio and television shows, including Fox News.  Mr. Barr holds the most restrictive clearances in the U.S. government.

Mr. Barr was the Director of a Department of Defense Advanced Research Project Agency (DARPA) grant and currently consults with several World Trade Centers.  He is on the Board of Directors of the New England Latin America Chamber of Commerce.

Mr. Barr helped create a venture mentoring company that is sponsored by Deloitte & Touche and Mintz, Levin, Cohn, Ferris, Glovsky & Popeo, PC, a Boston-based law firm.  He maintains a relationship with Angel Strategies of California, an investment firm that manages a $75 million venture capital fund and has access to an additional $300 million in venture capital funds.

Mr. Barr is a member of the Boston, Virginia and Rhode Island Bar Associations.  He holds a Bachelor's degree in Political Science from Providence College and both a Masters Degree in International Affairs and Juris Doctor degree from the George Washington University.
