Michael Fullerton, Managing Director
Michael Fullerton is the Managing Director of Brandon Associates Washington, D.C. office. He draws on his extensive understanding of legislative, regulatory and administrative matters from his experience representing homeland security, law enforcement and military sector companies in the areas of federal, state and local business development as well as strategic relations.

Michael has served in the executive branch and has worked with Congress, state and local governments and international entities and governments. He previously served as the Executive Director of the Office for State and Local Law Enforcement at the United States Department of Homeland Security. The mission of the office is to be the primary liaison to and lead the coordination of department-wide policies relating to State, local and tribal law enforcement.

Michael also served as the Deputy Executive Director of the 27 Homeland Security Advisory Committees and the Homeland Security Advisory Council (HSAC) at the department in which he worked with leaders in homeland security policies and procedures from the private sector, state & local government, emergency responder and academic communities.

The HSAC and its senior advisory committees have produced reports and recommendations on security issues such as improving the transition process from administration to administration, the future of terrorism, critical infrastructure policy, and information sharing between the department and its various partners.

Prior to his time with Department, Michael was a Government Affairs Specialist at Gordon C. James Public Relations, representing clients at both the state and federal level.
From February 2001 to August 2003, he served as a Legislative Affairs Specialist at the International Trade Administration of the United States Department of Commerce.

In January 2009, Michael was invited by the Atlantic Bridge Think Tank to be part of its Board of Directors. It was founded by Dr. Liam Fox MP, Shadow Secretary for Defence in 1997 with the simple aim of ‘Strengthening the Special Relationship’ exemplified by the Reagan-Thatcher partnership of the 1980s.

Michael is a member of the National Sheriffs’ Association and its homeland security and border & immigration committees, the Police Executive Research Forum, and the National Organization for Black Law Enforcement.

In May of 2009, Michael was invited by the Trade & Enterprise Office of the Embassy of New Zealand to brief New Zealand companies on how to enter the US homeland security market.

Michael graduated from the University of Connecticut with a Bachelor of Arts in Political Science and a minor in History.
